implimented new role backend according to #219

finalized helper tests. additional tweaks to Plan tests

added check to role that sets access by default. added unit tests for section

removed 'self.save' from the Role access_level getter and setter. Shouldn't force a save there (especially in a getter). Verified that controller calls update/save after changing the value

added validations to role and unit tests

updated roles_controller and model functions

replaced plan roles with bitflags

made necissary changes to allow the app to display the splash/login screen

updated models for role, section, and suggested answer

added migration to add foreign keys. Also needed to remove the temporary models, and update existing models to reflect the new relationships
