New Bootstrap 3 main layout/refactoring of partials

pulled bootstrap in and updated basic header/footer/main content to use the grid system. Updated static pages, home page and contact us page to use grid system DMPRoadmap/roadmap#552

moved institution logo so that it replaces roadmap logo and updated dragonfly resize method so that it uses the larger image size DMPRoadmap/roadmap#242

Updated header to use white background by default and updated to use the institution logo when the user is logged in if present DMPRoadmap/roadmap#424

began adding aria tags to fontawesome icons. added alt tags to images. renamed two partials that do not seem to be used DMPRoadmap/roadmap#139

renamed layout partials to remove reference to dmponline. Updated configurations so that the code default assets are stored in lib/assets and any instance specific versions would be stored within app/assets. Move static page content out of the large locales files and placed examples of them into config/locales/static_pages
