switched from using clickable to aria-disabled for submit button

fixed 2 minor issues with aria tags

removed the old dropdowns_new_project partial as it is no longer being used

added prevent default to button click when accessible submit is disabled

added an accessible_submit_button widget that displays a tooltip and cancels click event when button is disabled
