started refactoring the edit project details page DMPRoadmap/roadmap#491

Updated global navigation per DMPRoadmap/roadmap#161. Also updated plan edit phase label to 'Write Plan' if there is only one phase, and switched 'View Plans' to 'My Dashboard'

updated plan edit save so that it doesn't throw an error about visibility

fixed issues with plan edit/share/export and updated to work with new css. tweaks to layout of create plan

Fixed test broken by new CSS changes and the removal of a few unessecarry show (e.g. org, guidance, etc.) pages

added new roadmap logo. started applying new css to plan edit page

added initial edit plan redesign and refactored css so that the files aren't loading multiple times

transferred all_guidance_groups over to a locals variable when being passed into the partial.

DMPonline runs in Ruby 2.1 and Rails 4.0, there is a mysql database.
