fixed issues with tests

Updated global navigation per DMPRoadmap/roadmap#161. Also updated plan edit phase label to 'Write Plan' if there is only one phase, and switched 'View Plans' to 'My Dashboard'

fixed issues with plan edit/share/export and updated to work with new css. tweaks to layout of create plan

Fixed test broken by new CSS changes and the removal of a few unessecarry show (e.g. org, guidance, etc.) pages

further bug fix for show_export page and controller test for this endpoint

Fixed Exporting settings. It works per phase. DMPRoadmap/roadmap#197
